| Posted: 11 Jan 2011 07:51 PM PST The Cabinet blocked a proposed tax on tutoring schools, saying the levy runs counter to the Education Act. Prime Minister Abhisit Vejjajiva said the Cabinet has rejected the proposal of a corporate tax for tutoring schools, as submitted by the National Anti-Corruption Commission. Education Minister Chinnaworn Boonyakiat explained that such a tax would be in conflict with the Education Act, which exempts tutoring schools from paying taxes. In addition, the Cabinet saw no need to introduce regulations to ensure a safe environment in such schools, but tasked the Education Ministry to deal with issues surrounding the conduct and role of teachers, as well as to dissuade educational institutes from focusing too much on making a profit. Earlier, Deputy Finance Minister Pradit Pattaraprasit stated that if a tax is to be levied on tutoring schools, it can be done without having to adjust the tax collection structure. The Revenue Department said it could generate an additional 4 billion baht in tax revenue, if a levy is imposed on cram schools. Based on a survey published by the Office of the Private Education Commission, in 2007, there were a total of 1,078 tutoring schools nationwide, 334 in Bangkok and 744 in the provinces. Over 350,000 students were enrolled and 7,000 tutors employed in such schools. The National Economic and Social Development Board or NESDB observed that tutoring schools are enjoying blistering growth, generating revenue of more than six billion baht from tutoring fees. According to the NESDB, parents spend 1,000 to 3,000 baht per child on such education each month.
